El ecosistema de valores y competencias

Si bien ya hemos visto todo el proceso de formación de órdenes sociales, los individuos viven en sociedades porque así se logran intercambios, la división del trabajo y la especialización. Ya hemos mencionado varias veces el paso de las sociedades humanas de recolectores-cazadores a agricultores-pastores, dejando de ser nómadas pasando a ser sedentarios, permitiendo la producción de excedentes. Entonces, los grupos nacen por una necesidad de ayuda mutua o compensación mutua, es decir, si uno se enferma hoy, se le ayuda y se espera que se devuelva el favor a posteriori, son los primeros pasos del intercambio. Así también vimos como grupos predatorios atacaban a los asentamientos, por lo tanto pasaron a organizarse para la defensa. La cohesión de los grupos surge para la guerra, para defenderse de la agresión exterior. Los grupos responden entonces a la necesidad de protección y cuanto más sean parte del grupo, mejor será la defensa, pero una aglomeración de individuos necesita organización, y entonces se forman las jerarquías de poder, damos paso entonces a lo que hoy denominamos Estado.

En términos económicos, para la formación de grupos podemos analizar desde la siguiente perspectiva. Un sujeto recurre a un acto de violencia para el acceso a bienes satisfacientes una vez que haya hecho un análisis previo y superficial de costos y beneficios. Gary Becker nos dice:

“Desde un amplio punto de vista, el «crimen» es una actividad o «industria» económicamente importante, a pesar del descuido casi total por parte de los economistas” (Gary Becker, 1974).

Y llega a la siguiente conclusión

“una persona comete un delito si la utilidad esperada para él excede la utilidad que podría obtener usando su tiempo y otros recursos en otras actividades”.

Esta utilidad esperada como hemos visto en la primera parte de este trabajo, se forma de acuerdo a las valoraciones subjetivas del individuo que recibe influencia del entorno, su escala de necesidades, su preferencia temporal y costos de oportunidad.

Muchos pueden más que pocos, es una cuestión de fuerza bruta, dos pueden defenderse mejor de la agresión de uno, que uno por sí solo. Por tanto, así como en la defensa se logra mejores resultados al agruparse, lo mismo se da para el asalto o robo (ataque), principalmente cuando hablamos de ataques predatorios como los señalados cuando hablamos sobre la formación del orden vía taxis. Tanto en la defensa como el ataque, los grupos unifican sus fines y se organizan para lograrlos. El éxito en la defensa gesta la consolidación del orden jerárquico de la organización. La cohesión se logra al conducir los objetivos de los distintos individuos que poseen distintos y variados fines individuales, hacia una convergencia común, ese fin común es la defensa ante la agresión externa. La organización exitosa de la guerra consolida el orden jerárquico, en una “societas” primitiva, al máximo estatus accedía el jefe de familia más fuerte o sabio, a medida que pasamos a las “civitas”, el número de habitantes del racimo humano llamado aldea, villa o pueblo aumenta y pasamos a tener reyes. Para que tal orden sea aceptado se recurre a legitimarlo por la tradición o incluso por mandato divino, así se forma el orden deliberado u orden vía taxis que llamamos hoy día Estado. Este orden jerárquico buscará mantenerse inalterado, en consecuencia, para que los fines de los individuos que aceptan la jerarquía no se dispersen completamente, se mantiene viva la idea de la posibilidad de la agresión externa, se instaura entonces útilmente al miedo y la retórica de guerra permanente.  El  miedo entre los hombre da lugar al Leviatán Hobbesiano, que a su vez da lugar al terror desplegado por el déspota según Monstesquieu, concentrando así el poder para sí y su entorno cercano.

En éste ambiente se fue formando la dicotomía de lo privado, restringido al individuo y su propiedad y de lo público que supone referencia hacia la colectividad. Etimológicamente, público  significa perteneciente al pueblo, pero el pueblo como tal, no es un agente autónomo, necesariamente la administración de lo público pasa a manos de un conjunto de individuos organizados denominado hoy día como Estado. Publicar proviene del latín confiscar, que sugiere la expropiación de la propiedad privada de los individuos y transferirlo al ámbito público o colectivo. Así en las guerras apelando a la necesidad estratégica de defensa, se expropian bienes y propiedades privadas para armar un sistema de defensa pública, consolidándose así la dicotomía. Lo público entonces ligado a la política entendida como la administración de los bienes del Estado y los privados asociados al mercado o la producción y el intercambio de bienes privados.

El mercado se refiere a la interacción entre individuos que particularmente buscan su beneficio propio y el Estado supone la búsqueda del bien común, no obstante, el Estado es una entelequia, no tiene existencia ontológica objetiva, es una abstracción para denominar a un conjunto de individuos organizados que ostentan el monopolio legal del uso de la violencia. Max Weber indica que el Estado:

“Es una relación de dominación de hombres sobre hombres, que se sostiene por medio de la violencia legítima (es decir, de la que es considerada como tal). Para subsistir necesita, por tanto, que los dominados acaten la autoridad que pretenden tener quienes en ese momento dominan” (Weber, El político y el científico).

Según el propio Max Weber, existen tres tipos de justificaciones para legitimar una dominación. En primer lugar, la legitimidad del “eterno ayer”, es la legitimidad “tradicional”, como la que ejercían los patriarcas y los príncipes patrimoniales antiguos. En segundo término, la autoridad de la gracia (Carisma) personal y extraordinaria, la entrega puramente personal y la confianza, igualmente personal, en la capacidad para las revelaciones, el heroísmo u otras cualidades. Es esta autoridad “carismática” la que detentaron los Profetas o, en el terreno político, los jefes guerreros elegidos, los gobernantes plebiscitarios, los grandes demagogos o los jefes de los partidos políticos. Y, por último, una legitimidad basada en la “legalidad”, en la creencia en la validez de preceptos legales y en la competencia objetiva fundada sobre normas racionalmente creadas, es decir, en la orientación hacia la obediencia a las obligaciones legalmente establecidas; una dominación como la que ejercen el moderno “servidor público” y todos aquellos titulares del poder que se asemejan a él. Es evidente que, en la realidad, la obediencia de los súbditos está condicionada por muy poderosos motivos de temor y de esperanza. Recordando que después de la revolución francesa el súbdito pasa a ser llamado ciudadano.

Ahora bien, ya tenemos clara la dicotomía entre Estado y Mercado. Ambos formados por individuos, con las mismas limitaciones, ambiciones, deseos e intereses, es decir, son humanos tanto en el Mercado como en el Estado, y por lo tanto como individuos buscarán siempre su propio beneficio, es decir, actuar al encontrarse en un estado que considere insatisfactorio, para así lograr su satisfacción. Pero los agentes en un entorno de mercado estarán siempre sujetos a la voluntad del consumidor y por otro lado, los agentes en un entorno político no dependen de la voluntad del consumidor, pues responden a partidos políticos, a grupos de presión, a sus “representados”.  Lo que nos conduce a la necesidad de explicar las herramientas que utilizan los agentes tanto del Mercado como del Estado para obtener sus fines. En el caso del agente del Mercado, su beneficio propio, en función de la aprobación permanente del consumidor, en el caso del agente del Estado, su beneficio propio en función de la aprobación de la camarilla a quien representa.

El mercado hemos dicho, se refiere al ámbito individual, por lo tanto cada agente persigue su propia satisfacción por medio de la producción de bienes y servicios, del intercambio voluntario, la división del trabajo y la eficiencia productiva. Sus herramientas se basan en su esfuerzo para la producción, su capacidad para la comercialización, su dureza en la negociación y ya hemos dicho su permanente estado de alerta para las oportunidades de lucro mediante la satisfacción del consumidor. Sus malas decisiones, apreciaciones o malos cálculos económicos, pueden conducirlo a la quiebra, sea este un desempleado, empleado, empresario o cualquier agente que actúa en el mercado. Ese plebiscito permanente, ese voto diario de cada céntimo pagado por el consumidor premia a mediano o largo plazo al más eficiente en la producción, aquellos que como hemos visto, tienen una preferencia temporal menor. Aquel que busque escalar en el orden social del mercado (Cosmos), debe ser productivo, si solo posee su propio factor productivo, su seriedad, su eficiencia, honestidad, constancia, pulcritud, capacidades, especialización, laboriosidad, ética de servicio, serán premiados, pues tales cualidades se plasman en la producción de bienes y servicios que enriquecen la sociedad. Si hablamos de empresarios, necesariamente deberán tener las cualidades antes mencionadas, pues caso contrario, los competidores que sí posean tales cualidades lo irán desplazando de los puestos de estima de los consumidores en el “escrutinio diario del mercado”.

En un ámbito en que tu éxito o fracaso está dado por la preferencia que te otorgan aquellos que consumen tus productos o contratan tus servicios, necesariamente como diría Glaucón[1] «la imagen importa», tanto en el mercado como en la política, hablamos de reputación, sin embargo, uno debe hacerse de nombre en el plebiscito diario del mercado, por eso aquellos que llegan tarde, o que no cumplen horarios, o venden gato por liebre, incumplen contratos, paulatinamente se ven desplazados, pues los consumidores exigen calidad y buen precio y sus juicios se dan a cada instante, a cada compra, a cada comentario que se hace entre individuos. Se vuelve entonces necesario cultivar esos valores como puntualidad, honestidad, pulcritud, higiene, eficiencia, actitud prospectiva, perspicacia, entre otros para mantenerse con éxito, incluso solidaridad, pues caso contrario puede ir a la quiebra o nadie lo vuelve a contratar. Eso no es un resultado automático, es el resultado de un largo proceso en el cual los individuos van desenvolviendo aptitudes competitivas para ese ambiente que denominamos mercado, todo aquel que no desarrolla tales aptitudes, buscarán otros medios para hacerse lugar en el mercado o desplazar a competidores más eficientes.

Pero dentro del ámbito político, o el entorno del Estado o colectividades, los individuos están  supeditados al poder, para ascender en la escala jerárquica del poder, deben construir las bases sobre la cual se sustenta ese poder. Cada colectividad renuncia a su individualidad y entrega a un líder su voluntad y responsabilidad moral en aquello que se denomina la “representación”. Con esto surge el político profesional, el que vive de y para el Estado, y construye su poder, este poder está cimentado a base de cargos, como explica Max Weber:

“Lo que los jefes de partido dan hoy como pago de servicios leales son cargos de todo género en partidos, periódicos, hermandades, cajas del Seguro Social, y organismos municipales o estatales. Toda lucha entre partidos persigue no sólo un fin objetivo, sino también y ante todo, el control sobre la distribución de los cargos” (Weber, El político y el científico).

Por lo tanto, el individuo que actúa en el entorno político recurre a la disciplina, la obediencia, y la capacidad de otorgar a sus representados, aquello que ellos aspiran. Pero si pretende hacerse camino ascendente hacia las encumbradas posiciones de poder, necesariamente debe recurrir a la adulación, el “favor” o incentivos extraordinarios para la agilización de trámites o la obtención de resultados, la prebenda, la taima, la coima, las intrigas, conspiraciones, traiciones, tráfico de influencia, la prepotencia y la violencia, más aún cuando la legislación y el uso legal de la violencia están en sus manos. Además, recordemos, que el Estado no se somete al cálculo económico, por lo que si un político logra cumplir con sus representados lo hace con fondos previamente confiscados en forma de impuestos y necesariamente significa que lo que obtiene para sus representados es en detrimento de los no representados. Los límites de los costes se vuelven difusos pues el Estado no puede “declarar quiebra” literalmente, lo que va en contra de la eficiencia económica, el Estado solo puede declarar déficit. En el ámbito del orden deliberado, todo pasa a ser medidas de fuerza. La legislación siempre está ligada al uso de la fuerza y por ello nadie puede tener la certeza que la legislación de hoy será la misma que la de mañana o pasado, este sistema basado en legislación permite el desarrollo de la posibilidad de interferencia constante de parte de otras personas (legisladores) en el modo de vida de los demás, inclusive no se sabe cuál puede ser el modo de interferencia de la que puedan echar mano, como resultado las personas (individuos tanto empleados, empresarios, financistas, etc.) ante tal incertidumbre buscarán la manera de acercarse o influenciar en los legisladores. Con esto se llega a lo que explica Leoni:

“Se ha convertido cada vez más en una especie de dictado que las mayorías ganadoras en las asambleas legislativas imponen a las minorías, a menudo con el resultado de anular las expectativas individuales establecidas desde hace mucho tiempo y crear expectativas completamente sin precedentes. Las sucumbidas minorías, a su vez, se adaptan a su derrota solo porque esperan convertirse tarde o temprano en una mayoría ganadora y estar en la posición de tratar de manera similar a las personas que pertenecen a la mayoría contingente de hoy” (Leoni, 1972).

Con esto se desarrolla el comercio de votos y todas las aptitudes asociadas a los medios políticos de acceder a medios satisfacientes mediante legislación, en la que aquellos que salen beneficiados con una legislación, necesariamente lo hacen a costas de la parte derrotada, gestándose limitaciones para el desarrollo de la división del trabajo, la formación de grupos privilegiados y contubernios diariamente expuestos en los medios de comunicación.

Habiendo identificado las herramientas de cada individuo de acuerdo al ámbito en que se desenvuelve, me gustaría exponer brevemente un poco de historia política paraguaya para poder así terminar de redondear la idea para lo cual he iniciado este ensayo.
