El déficit en la educación paraguaya actual

Hasta finales de los años 60 había calidad, sobre todo en la docencia. Todavía estaban los grandes maestros, tanto en las escuelas públicas y privadas, pero a partir de los 70 empieza a perder estabilidad esta profesión, debido a que el pensamiento «Stronista» solo pretendía usar a la educación como un instrumento de propaganda del Estado y por ende, los profesores desde ese momento, fueron sometidos al régimen dictatorial. Aquellos docentes debían obedecer la ordenanza del mandatario, por lo tanto, el sistema sufrió una gran decadencia. Bajaron extremadamente los salarios de los docentes, como si fuera un trabajo no imprescindible para la sociedad. Sin embargo, es la principal necesidad para formar mujeres y hombres libres con pensamientos más críticos y constructivos[1].

La constitución Nacional de 1992, procuró recuperar el largo abandono de la Educación paraguaya. El artículo 85 de la constitución propone y exige que el 20 % del presupuesto del gobierno sea destinado para recursos Educativos. En cambio, esta medida se practica muy poco. Se ha ignorado y aislado en gran parte por culpa de gobiernos inescrupulosos que no han priorizado la inversión en educación. No existen autoridades que puedan responder ante esta penosa situación.

Al analizar la palabra “Educación”, se obtiene un vínculo con el latín “Educare”, que quiere decir sacar o extraer. Pues, es alarmante el investigar metódicamente o meticulosamente cómo el sistema educativo actual, en lugar de dar profundos conocimientos en las mentes frescas e innovadores de nuestras nuevas generaciones, introducen asignaturas con excesiva estructuración, sin ventanas a la Educación de primer mundo.

En cuanto a la educación primaria, anteriormente, se impartía en seis grados. La formación era bastante interesante, se aprendía a leer, a hacer composición, a redactar, reglas básicas de aritmética, se enseñaba a pensar. También, había bastante educación cívica. Se cantaban canciones patrióticas, por ejemplo “Acosta Ñu”. Y como práctica especial (se hacía en el interior), cultivo de hortalizas, plantación de árboles para concienciar a la niñez a respetar el ambiente. Eso ocurría hace 50 años atrás[2].

Actualmente, muchísimos de esos aprendizajes se perdieron. La gente que entra en el colegio no tiene un buen rendimiento escolar. La Educación anterior tenía sus virtudes. Ahora la enseñanza se convierte en oscuridad sin iluminación de la verdad.

La reforma Educativa, fue una copia traída del exterior[3]. Entonces en la secundaria se fusionaron tres asignaturas: Historia, Geografía y Educación Cívica, en una que tenía en total 3 horas cátedra y el resultante fue que se redujo a 5 horas. Y por los resultados que uno observa en las universidades, en los primeros cursos, la persona que egresó del colegio no conoce de historia paraguaya. Lo más básico no sabe. Cosas elementales se han perdido porque se copió del sistema norteamericano sin la aplicación a nuestra realidad sociocultural.

Luís Ortíz en el documento “Los Desafíos de la educación preescolar, básica y media en América Latina”, para el capítulo Paraguay explica:

“Los principales lineamientos establecidos en la reforma estaban relacionados con el modelo institucional, con los contenidos de enseñanza y con el modelo pedagógico. Los problemas de eficiencia del sistema educativo se basaban en las debilidades institucionales para proveer una educación que asegurara igualdad de oportunidades y que desarrollara las capacidades, como condición sine qua non de participación en la vida social y política de los paraguayos. Más allá de los objetivos, el sistema educativo que emergió de la reforma tuvo resultados moderados, ya que las persistencias de condiciones sociales heredadas del régimen autoritario limitaron una educación eficiente, de calidad y con equidad. Las desigualdades entre grupos sociales fueron abordadas tangencialmente. Para que el principio de igualdad de oportunidades se tradujera en igualdad de resultados en el sector educacional, se requirió de otras reformas en la sociedad paraguaya. En especial, el problema del desempeño escolar de los sectores desfavorecidos y las restricciones de los servicios sociales que sustentaran una educación de calidad, hicieron que la reforma avanzara cuesta arriba. Instaurado el modelo educativo posautoritario, el Estado paraguayo se encuentra en deuda con la responsabilidad de atender a los sectores en desventaja, en pos de una cohesión social, donde no existan pronunciadas distancias sociales entre los miembros de la sociedad”[4].

Esos cambios en el sistema educativo de la secundaria, fueron muy negativos y el resultado es que la educación paraguaya está considerada a nivel internacional como una de las peores. Estamos casi en las últimas posiciones.

En cuanto a la Universidad ocurre algo parecido; se ven muchas falencias, especialmente en la parte de redacción, los estudiantes no saben redactar porque no saben pensar. La redacción significa previamente pensar lo que vas a decir, y eso se perdió en el Paraguay.

En la dictadura 35 años se dejó de pensar, se prohibió, pensar era formar gente nada más para ser buen consumidor del mercado, obedecer a las autoridades. Eso fue un desastre muy dañino para la Educación. O sea, hay deficiencia muy notoria hasta hoy día en Idioma español (castellano) y en matemática. Los alumnos se aplazan casi todos en los exámenes de ingreso. Hay mucha debilidad en esas materias y ¿cuál es la lógica o razón de eso? hay mucha similitud porque la matemática a uno le enseña a pensar y también la escritura o la redacción, como habíamos expresado más arriba.

Hay otro gran problema que tiene que ver con los educadores, especialmente en el sector primario, cuando se toma exámenes de competencias para hacer el listado del candidato para llenar la vacancia hay muchísimos aplazados. Quiere decir que la preparación que tuvieron fue muy escasa por eso ocurre esa anormalidad. Existe una deficiente preparación de los docentes, eso repercute negativamente en los educandos. Hay que fortalecer la educación en todos los niveles.

Para combatir este sistema de educación. Primero, creo yo, hay que elaborar un buen currículum educativo que se adecue a las características y necesidades del país, eso es en primer lugar y fortalecer la formación de los educadores. Además, mejorar la infraestructura física. Hay muchísimos locales escolares que están en ruinas, no tienen comodidades primordiales, conste que hay apoyo económico para las escuelas, en la parte de infraestructural; pero es fundamental formar bien al personal docente y el contenido de las asignaturas, también.

Ser más selectivo y preguntar qué cosas son más importantes para aprender y enfatizar, cuáles son las herramientas con las que queremos fortalecer a los niños para los desafíos del mañana. Eso ya se dijo al comienzo, que hay mucha deficiencia en ciencias exactas, en matemática, álgebra y en comunicación. Hay que insistir en esos aspectos.

Por otra parte, Paraguay es bilingüe. La mayoría habla español y guaraní. Hay una tendencia de rechazar el guaraní, sin embargo, en Europa el bachillerato tiene 4 idiomas obligatoriamente, y ninguno le estorba al otro. Al contrario, ayuda a aprender más, otro idioma, cuando uno aprende varios. Acá se dice ¿por qué no se estudia inglés en vez de guaraní?  Es un enorme error porque el idioma guaraní tiene que ver con la cultura paraguaya, es su raíz. Y hay que inculcarles a los alumnos a que hablen en ese idioma.

En formación docente dedicar más recursos o potenciar los ya existentes. Paraguay es uno de los países que dedica menos recursos a la educación y los que están mejor organizados, son los docentes de la primaria, todos los años hacen grandes manifestaciones para reivindicar su remuneración y eso no está tan mal, pero son unos privilegiados que siempre consiguen aumento de salarios, pero paralelamente, no se les nota un mejor rendimiento. La falta de formación docente se tiene que transformar en algo positivo.

La inversión en la Educación es fundamental para el desarrollo de la sociedad. Así únicamente un ciudadano puede crecer como persona y llevar adelante el país. En resumen, hay mucho por hacer en la educación paraguaya. No podemos decir que estamos bien, hay que introducir reformas. Paraguay no puede seguir siendo furgón de cola de América Latina y seguir situado entre los peores países en materia de educación. La educación es un derecho universal, un derecho humano que sigue siendo pisoteado por los politiqueros de turno que nos gobiernan.
